In international civil aviation, “services other than traffic rights” refers to regulatory and operational matters that fall outside commercial traffic rights to transport passengers, cargo or mail between countries. These matters are not covered by bilateral or multilateral air services agreements and include a range of operational requirements and resources relevant to external partners, outlined below.

Slot coordination

The Netherlands has three slot‑coordinated airports (AMS, RTM, EIN). Operators must obtain an airport slot before operating flights to or from these airports. Slot requests must be submitted to the designated slot coordinator.

Aeronautical Information Publication

The Aeronautical Information Publication (AIP) of the Netherlands is the official source of aeronautical information issued by Dutch authorities. It contains essential operational information within Dutch airspace. The AIP is structured according to ICAO Annex 15. It is divided into three parts: General (GEN), Enroute (ENR), and Aerodromes (AD). The publication is maintained by Air Traffic Control the Netherlands (LVNL) and is available online via the Aeronautical Information Service (AIS) Netherlands portal.

Dangerous goods oversight

The team Dangerous Goods of the CAA NL supervises the transport of dangerous goods by air. The supervision of the transport of outbound dangerous goods by air takes place at the entire transport chain and is done by means of inspections in the cargo sheds, on the apron and inspections on board of aircraft. The team also monitors passenger‑carried dangerous goods and inspects shipments requiring approvals or exemptions.

Permit to fly

A permit to fly is required for aircraft that do not yet meet full airworthiness certification. It applies to test flights, post‑repair flights, and evaluation or demonstration flights. The permit allows temporary operation under controlled conditions. The permit to fly allows the aircraft to operate temporarily under controlled conditions while it does not fully comply with the usual certification standards.

Passenger information requirements

Air carriers operating flights to or from the Netherlands must submit passenger information to the Dutch authorities. This includes Passenger Name Record (PNR) data for the PIU and Customs, and Advance Passenger Information (API) data for both the PIU and the national API Centre (API‑C). The Liaison Officers Airlines (LSO) Office, part of the PIU, helps airlines meet these obligations. It contacts carriers planning to operate in the Netherlands and supports them in connecting to the national systems used for submitting PNR and API data. State flights

The Flight Coordinator Office (FCO) of 3W handles all diplomatic clearances for state flights—both military and non‑military—from third countries that enter Dutch airspace or land at a Dutch (military) airport. The FCO also arranges diplomatic clearances for outgoing Dutch state flights, working closely with Dutch embassies worldwide and in the Dutch Caribbean. Requests come through the Ministry of Defence and the Ministry of General Affairs.

ACC3 authorization

ACC3 refers to an authorization granted to aircraft operated by non-European Union (third country) operators, allowing them to operate within the airspace and at airports of the European Union. This certificate ensures that the airline complies with specific safety standards set by the European Union, despite not being an EU-based operator. The ACC3 certification acts as a safety endorsement, enabling non-EU airlines to conduct operations within the EU in accordance with established regulatory requirements.
