Flights not covered by a bilateral air transport agreement, unless otherwise provided in such agreement, are considered non-scheduled air services. This page provides an overview of the requirements that apply to non‑scheduled international air services.
Route permits for non‑scheduled flights
Route permits may be requested for single flights or for a series of non-scheduled flights. Applications will be assessed on the basis of the criteria of applicable (inter)national- and EU aviation legislation as well as the national policy rules on non-scheduled services. Flight series restrictions
Route permits for a series of non-scheduled flights can be granted up to a maximum of four (4) flights per trimester unless:
- they fall under the scope of an EU comprehensive agreement or a bilateral reciprocity-agreement on non-scheduled international air services with another country, or
- they are requested for operations to, from or via Maastricht Aachen Airport (MAA). These can be granted without any restriction on the number of flights based on the liberal aviation policy on non-scheduled international air services for MAA, unless there are serious aero-political considerations not to do so.
